Female figure descending right from cloud, one hand pointing to bridge behing, the other to radiant portrait of Aleksandr III of Russia, situated in drapery above; to right, personifications of Russia, holding mallet, and the French Republic, holding spear, standing left holding hands and laying cornerstone; PAX below drapery; shield inscribed RF holding back drapery; four-line legend below / Twelve-line legend describing the presence of Tsar Nikolai II and Tsarina Alexandra Feodorovna, along with several prominent French ministers; above, personification of the Seine reclining left; small child holing banner inscribed with date of the laying of the first stone (7 October 1896 [
