Hadrian. AD 117-138. Æ As (13.34 g, 7h). Rome mint. Struck circa AD 134/5-138. [H]ADRIANVS AVG COS III P P, laureate head right / S C across field, Nemesis advancing right, holding out fold of dress in apotropaic gesture, holding branch in left hand. RIC II 828; Strack 704; BMCRE 1615; Cohen 1373. EF, dark brown patina with brick-red flecks. Bold portrait.

RIC II, p. 327 provides historical background for this coin type. “The subjection of the Jewish revolt in AD 135 leads to a ‘Pax’ type and several victories – the most interesting one the Nemesis – Pax-Victoria of Claudius and Vespasian, implying respect for justice in the hour of triumph.”
