Presumably on account of the large number of forgeries produced during his predecessors tenure, Ripley issued a newly designed oval pass in his first year as Surveyor. This design allowed for a unique serial number to be stamped at the bottom of the flan without impairing the overall design, thus reducing, but not eliminating, the potential for forgery.
