The medal was established (and issued) in 1815 by King Friedrich Wilhelm III. It was issued to the non combatants of the Prussian army who participated in the 1815 campaigns that resulted to the Battle of Waterloo and the final defeat of Napoleon Bonaparte. The medal was issued to the members of the Reserve (Territorial) Army of the Rhineland and to the non combatants of all the Prussian Units who crossed the River Rhine.
