Michael Crawford (in CRI) contends that this issue was probably struck in early 43 BC, during the brief period when the Senate was allied with Octavian, and preparations were being made for a confrontation with Antony, who had been declared a public enemy. Although conflict between the parties ensued around Mutina, full civil war was eventually avoided when Octavian, Antony, and Lepidus agreed to work in concert, forming the Second Triumvirate in November of that year.
