In late March 1848, the steamship Vauteur arrived in Lyon flying its standard naval ensign, which feature blue and red stripes on a white background. The people of Lyon mistook ensign for the white flag of the house of Bourbon, and the departmental commissioner Emmanuel Arago quickly had the vessel seized.
