This unusual stater features Baal with a scepter resting away from his knee, as is seen on only the earliest of the Babylonian staters (Nicolet-Pierre 1-3). These also utilize symbols for control marks on the reverse: a thunderbolt or a spearpoint, to which can now be added a bow.
