Many numismatists have attributed this type to the British engraver John Gregory Hancock. In fact, these were made by Jacob Perkins of Newbury, Massachusetts, who struck them in hopes of securing a Federal coining contract. One example was placed in the cornerstone of the Massachusetts State House in 1795.
