Callao was thrice blockaded by the Chilean Navy under Vice Admiral Thomas Cochrane, twice in 1819 from 28 February to 3 May and 28 September to 6 November, the incidents commemorated on this medal. Cochrane would return and again blockade the city during the Liberating Expedition of Peru from 30 October 1820 to 19 September 1821.
