A truly enigmatic piece. There is enough of the reverse legend left to identify the city to Apollonoshieron and date it to the period of Tiberius; the majority of the coins from this city have an inward facing legend, only one type (RPC 3044) has an outward facing legend, as on this coin. Neither portrait is identified on the coin; the obverse is identified as an Augusta from the legend, Livia is the most likely candidate. The reverse could also be Drusus or Nero as Caesar, although the portrait more closely favors Germanicus.
