These were evidently struck around April 1965. Gilroy Roberts prepared the designs. The hubs, dies, and collar(s) were produced by General Numismatics, which later became the Franklin Mint. Kenn Henderson reports that these were produced for presentation purposes and were struck on planchets having a non-magnetic composition of 95% nickel 5% silicon on a 2% permalloy core.
